Builders have fought it tooth and nail, and now there's a 'new construction tax' school districts can employ.
But why not a system development charge, like roads, water, sewer and parks have? Or is another reason not to depend on SDCs what we're seeing now - a drop in those revenues due to the real estate slowdown?
